Parliamentary committee moves to legislate ‘Baghdad Capital Law’

The Parliamentary Committee for Regions and Governorates is advancing the long-delayed “Baghdad Capital Law,” a legislative effort aimed at providing a clear legal framework to govern the capital. The move is designed to organize the city’s administration and define the powers and responsibilities of ministries and local departments, a step similar to how other global capitals are managed.

Jawad Al-Yasari, the Vice President of the committee, told the official newspaper that the law is one of the most important legislative cornerstones for regulating the administration of the capital, as it is the political, economic, and administrative heart of Iraq. He added that the committee is holding meetings with all relevant ministries and experts to ensure the law is balanced and considers Baghdad’s historical, economic, and social unique characteristics.

The committee’s member, Ahmed Salal, stated that the law, while mandated by the Constitution, was stalled for years due to political disagreements. He explained that a key goal of the legislation is to grant the Mayor of Baghdad precise and clear powers, allowing for a better separation of authorities within the capital and helping to resolve many of the administrative issues that local governments face. The committee hopes to present the law to Parliament soon for a first reading and to move toward its final passage, a step they believe is urgently needed to enhance Baghdad’s status and ensure the rights of its residents are served fairly.
